			<h1>Hanging About </h1>
			<P>Whats illegal about young people hanging about? Nothing. But how do some people feel about groups of young people hanging about?  They feel threatened, intimidated and insecure. Why? There are no firm answers. Perhaps its fear of the unknown. Of course young people also feel threatened and intimidated, so thats why they hang round in groups!  Its a vicious circle. </p>
<p>Although the vast majority of youn
g people hanging around are doing nothing wrong, unfortunately a small number are committing crime and anti-social behaviour and spoiling things for everyone else. This is one of the reasons behind Acceptable Behaviour Contracts (ABCs), and anti-social behaviour laws that have introduced Anti-Social Behaviour Orders (ASBO) and Dispersal Orders.</p>
